Well after almost every war i have been in there has been a conflict of who one the battle and stuff like that. I think there should like 1-3 people who are nutral in both armies and watch baattle and decieds who win. the person who is judjing who wins cant choose a side.
That is a good idea, and it is something we’ve been dealing with a lot recently. Hopefully we can schedule a meeting soon, in which case you will be invited.

I want to make a law thats lets the other army know your server going to be invaded or a heads up notice saying. I know about the you have to make a post 25 hours before invading a server and all of that. But I’m try to say is lets say your a small army and you own 2 servers and some other small army is going to invade it but you don’t know because the other army’s site is hard to find, cause hard to find 1 out 300 cp armies that might invade your server. So what I’m trying to say is the other army should go to your site saying we are going to invade your server. So you might give some lame excuse that this is not going to work, but I think it should pass.

When someone invades there should be a person who disides who wins in many ways.

Example #1. You send a few pictures of when they invaded and a little movie of it too and send it to a random person that is in not in both armies and not allies. Then the person who tells who won tells who won.

Example #2. A random person that is in not in both armies and not allies should be there when they invade to tell who won. At the end he will tell who won.

I think that each army should choose a single loyal soldier to assist the two representatives from the army. They wouldn’t get a vote in meetings, but could participate in debates and carry out day to day chores. They could also serve as messengers between leaders on chats. I think a good name would be CPAP Page. A page is an assistant who assists in research, communication, and editing. The idea comes from the US Congress, which has pages.

3) Your small army bill is unfair to small armies because:
1. There are no untaken servers (except non-english servers and safe chats)
2. For the above reason how can any army take 2 servers before taking another.
In other words your small armies bill just discriminates small armies and boosts the power of the ACP. eventually ACP and the nachos will eliminate all other armies and will crumble under pressure to protect servers on which smaller armies are taking over.
Even the greatest empires crumble to dust, they are either too small from the start or become so large that they crumble under their own supremacy and size.
Major armies drop servers all the time, and that small armies can’t invade mega-army servers is the point of the bill.
to add o that, tons of armies share servers, so… it doesn’t really worry peoplr. tobe honest, have u ever seen acp use, any server other than white house, breeze, or snow fort. they just don’t use them.

3. First of all, we need to help the smaller armies get equal to the bigger armies. We could hold off on recruiting and get them to do some major recruiting. Another thing, and this is probably the most radical, we have to abolish nations. I’m not saying make it a COMPLETE DICTATORSHIP, like, we’d still have polls and stuff, but all this territorial crap and all this other crap is what made RPF a non-world-power, and it will happen to us. Those of you who are 5th generation and back know what I’m talking about; before the nations everything was amazing. So we need to do something along those lines, IF we can get support from other armies.

3 Well, we organize what rooms each army will be in. Example: RPF in docks, ACP at the cove, Nachos in the Plaza etc. and we keep the war going on for about a week or so. Then people will catch on and will fight some more also. Basically we drop all Alliances and fight for about a week. Then we can restart, get more troops, and new allies. So its like making armies all over again
This is a pretty good idea, and sounds kind of like our plan for Mammoth. We would spend a week or so of every army invading and fighting and try to turn it into a war server again.

But, if we did that then Mammoth would always be full. It is already a major server and if we put all the armies on CP on Mammoth then, as I said it would be 100% full 100% of the time.
Thats what it was like in the golden ages.
personally i think mammoth will only be fun if an armyy invades it, for no reason, then it will be fun

The point of this Golden age thing is that you get the small armies to do it and make them big.

Your army can join the club penguin army counsil if you have at least 4 people. To not make armies mad about not being exsepted in the army counsil and do not start wars on the armies in the counsil to prevent war.

3. I have an idea for a Bill. Since really unknown, really small armies pretend to invade large armies’ (A.K.A. ACP, Nachos, Golds, IW, etc.) servers, they small amount of soldiers laugh at the army on their chat, telling them the tiny army stole a server. This is what starts arguments between a tiny army and big armies like ACP. I want to call the Bill The Large Server Bill. It’s made for smaller armies. The Bill will basically tell small armies that they are not allowed to try to invade ACP’s, BB’s, Gold’s, IW’s, Nacho’s, USCP’s, RFW’s, RPF’s, ST’s, UMA’s, or WW’s Servers. Basically the members of the council. Large but not as known armies can have their servers invaded. Only Larger armies can invade other larger armies. What do you think?

If every army owned one part of a server, say, Yeti, then everyone could recruit there. No one would be allowed to invade the server, and everything would be equal. Armies can have battles, practice battles, and can recruit there. It could be called the Yeti (or whatever the server will be) Bill. Please tell me what you think of my ideas!

Iasgae56: We alrady have had World Wars, 6 I think it is so far. Mostly contested between the Major Armies. ACP and Nachos have to both be involved for it to be a “World War”.

3. My idea is one that I already told Boomer, but will also comment here. It’s would consist of a big war (just for fun, to keep everyone active, and get them recruits), between all the major armies. It would be ACP and Nachos vs. UMA, RPF, FW, DW, IW, and the WW. But to keep it so that it’s not just the Nachos and ACP filling up two rooms and stampeding through everyone, it would be each of their divisions vs. one of the other armies.
Ex. The ACP’s Delta Division vs. The UMA, or the Nachos Air Forced Division vs. The FW
I think this idea would give all the major armies a fun war that would actually be fair to them, and one that the Nachos and the ACP couldn’t take over because they’d be on the same team
That’s my idea. And for the record, there have only been four World Wars, and a bunch of smaller wars that almost became World Wars.

My idea is to bring back the color wars. Since they basically were the 1st wars in CP. I have made a site to do that so PC me on chat and I will give ya the link. Part of the plan is to have the large armies have battles but NOT GO BY THEIR NAME and instead dress in their main color and say ____Place main army color here___ army, i.g ACP= Green Army, Nachos= Ornge Army, RFW= Red Army, IW= Blue Army, WW= Orange army, RPF= Black army and so on.

My idea is that armies that are nuetral in war cant be attacked when there nuetral or be inavded. Also Neutral armies cant attck another army under nuetrality unless they plan a attack. Also Nuetral armies cant help armies in war like sending troops in discidsed and help them.
Ias: Well those are already the rules about that.. but you cant govern people sending troops in disguise.. they arent allowed to that anyways…
